Survey on experiencing hate speech and harassment and the influence thereof on the feeling of safety by members of different minorities — questionnaire for target groups in Finland

Background and goals of the survey:

The Finnish Ministry of Justice has launched a follow-up survey of experiencing hate speech and harassment and their influence on the feeling of safety by members of different minorities. This survey is aimed especially at the following minority groups: foreign language speakers, foreign citizens or people with an immigrant background, Roma people, Sámi people, Swedish-speaking Finns, people with disabilities, people belonging to a sexual or gender minority, and people belonging to a religious minority.

The goal of this survey is to collect information on what kind of hate speech or harassment you may have experienced or observed and what kind of effects this has had on you and those close to you. The survey is also targeted at people who have not experienced any hate speech or harassment.

The survey report also aims to raise awareness of the presence of hate speech and harassment in society and provide recommendations on how to deal with and prevent hate speech and harassment. The survey will be conducted by means of an electronic questionnaire and personal interviews with representatives of the target group.

Harassment and hate speech

By harassment, we mean e.g. demeaning, humiliating or insulting speech, emails or gestures. By hate speech, in this questionnaire, we mean public (e.g. in a public place, on the Internet or in media) expression or speech, which distributes, incites, supports or justifies hatred towards for example minorities. An exhaustive definition of harassment and hate speech does not exist. You yourself can define hate speech and harassment – what kind of expressions or gestures you have found offensive, hostile or threatening. These may for example have affected your sense of security.

Delivering the questionnaire to target group members

Electronic questionnaire: You will be able to answer the electronic survey during March 2022. You can answer the survey regardless of whether you have experienced harassment or hate speech or not. It takes about 10 to 30 minutes to respond.
